TechPerm Inc. provides technically superior, system and software engineers and Information Technology specialists not available from any other source. Headquartered in Annapolis, Maryland, we are conveniently central to the Baltimore MD, Washington DC and Northern Virginia corridor.

We have significant and extensive capability in search and recruitment of candidates within the Information Technology field.  From our corporate headquarters we currently work with a talent database of more than 15,000 potential candidates, each of whom we have carefully screened and profiled.

Since 1994 our dedicated management team has delivered more the 1200 IT Professionals to our client base. Our stellar process has enabled us to maintain the highest retention record among our clients for over 16 years.

Jim first learned how to recruit and manage IT Professionals in the CIA and NSA cleared Communities. Jim capitalized on this experience by leveraging these methodologies and practices in the commercial market in 1995.  Over the years this finely tuned recruiting practice has delivered the highest retention grades among our elite client base.

Jim’s primary responsibility is the management of the recruiting team and works with Ralph Riddle in new business capture.

A former NCAA All American and a NCAA Nat’l Champion coach Jim’s know what it takes to be the best and to recognize great talent.  Jim graduated from Salisbury University in 1984 with a degree in Liberal Arts. He currently resides in Ellicott City Maryland with his wife and two children.

Ralph Riddle, Operations Manager and SOW Delivery Services  

Ralph has been in the PC Services business since 1988 and in the recruitment Services since 1995 when he worked for OnSite Technologies in Columbia, MD.

Ralph’s responsibility is to manage TechPerm’s SOW delivery arm, Operational and Human Resource Requirements.

He graduated from St. Mary’s College in 1988 with a degree in business. Ralph currently resides in Annapolis, Maryland with his wife and two children.

Marion Pagoota, Director of Employee Care  

Marion has been working with Jim and Ralph since 1995. As Manager of the TechPerm Employee Care Division she is responsible for engaging temp labor before and after they enter our client base and manages the employee care package which includes healthcare, sick leave and PTO benefits as well as training and coaching programs.

Marion’s former experience includes Director of Recruiting for ManTech where she was responsible for international recruiting for overseas federal contracts. Prior to ManTech she worked with OnSite Technologies in Columbia, MD as a recruiter. She was responsible for evaluating and recruiting talent into their technical support teams division.

Marion attended St. Mary’s College of Maryland and has a Bachelors of Arts in Psychology. On the personal side, she resides in Annapolis with her two kids and is actively involved with St. Margaret’s Church in Annapolis.
